Dirk Winter has requested a Conditional Use Permit from the County of San Luis Obispo to construct a 60-unit hotel in Templeton, California. Located on a 3.51-acre site within the Commercial Retail land use category and the Salinas River Sub-area, the project will be completed in two phases. The development features ten buildings with a total floor area of 30,700 square feet, including guest rooms with private patios and a main building housing an office, concierge service, and a breakfast room. Additional amenities include a swimming pool, spa, common outdoor areas, landscaping, and 68 parking spaces, including two ADA accessible spots. The project involves significant site work, including 2,960 cubic yards of cut and 3,960 cubic yards of fill, as well as the installation of utility connections and storm drainage systems designed for zero runoff discharge. The project is subject to the California Environmental Quality Act, with a Draft Mitigated Negative Declaration issued on January 20, 2026. Environmental mitigation measures are focused on air quality, biological resources, and hazardous materials, with specific requirements for fugitive dust control and the proper labeling of hazardous containers. The County of San Luis Obispo serves as the lead agency, with Eric Tolle as the primary contact and HAB Design Group acting as the consulting firm. A public review period was established from January 21 to February 20, 2026, with a public hearing tentatively scheduled for March 12, 2026. Food services for the hotel will be limited to breakfast, which must be prepared offsite and delivered to the facility.
