Temporary Help Services for the Wolfe Island Ferry Service

The Government of Ontario Ministry of Transportation, Marine Services, is seeking a vendor to provide temporary help services for the Wolfe Island Ferry Service. The contract involves supplying qualified personnel on an as-needed basis, including Captains, Ferry Mates, Deckhands, Oilers, and Senior Marine Engineers (3rd Class or higher) for Class 2 vessels operating in sheltered or near coastal waters. The anticipated contract start date is January 1, 2027, with a primary term of five years and an option to extend for one additional year. Bidders must demonstrate significant expertise in the Great Lakes, specifically Lake Ontario, and ensure all staff comply with Transport Canada Regulations. Mandatory eligibility requirements include a valid Seafarer Recruitment and Placement Service License, as well as specific STCW-compliant certifications, marine medical certificates, and emergency duties certificates. For the Oiler position, additional certifications in engine-room rating, basic safety, survival craft proficiency, and marine first aid are required. The award process is based on a three-stage evaluation. To proceed to the final stage, bidders must achieve a minimum threshold score of 75 points, with scoring focused on the ability to address urgent needs and the understanding of staffing requirements. Experience is weighted heavily, with the highest points awarded to firms with 10 or more years of experience providing licensed marine positions for operations of similar scope. Pricing is evaluated using a formula based on the lowest bid price. Submissions must be uploaded via the Ontario Tenders Portal in separate qualification, technical, and commercial envelopes.
