AI Contract Overview
This contract is for a turnkey temporary modular office facility to be installed, maintained, and eventually removed at the U.S. Border Patrol Sector Headquarters in Edinburg, Texas, supporting Joint Task Force–Southern Border operations. The facility must accommodate approximately 54 personnel and include all necessary infrastructure such as HVAC, electrical systems, acoustic separation meeting STC standards, and office furnishings complying with strict dimensional and color requirements. The solicitation is a 100% small business set-aside under FAR 19.5, structured as a firm-fixed-price contract with a 12-month base period and four additional 12-month option periods, extending the total anticipated performance period from 1 June 2026 through 31 May 2031. A site visit was scheduled for 1 May 2026 at 10:30 AM CDT at grid coordinates 26°15’35.6”N, 98°09’42.0”W, with attendees required to register via email to government points of contact. The latest solicitation closing date has been amended to 29 May 2026 at 10:00 AM, with the performance start date now set for 1 August 2026, following earlier updates. Proposals must be submitted electronically in four volumes—Technical Capability, Price, Past Performance, and Solicitation Documents—with strict page limits (10 pages for Volume I, 5 pages for Volume III) and specific file format requirements, including native formats and read-only PDFs for signatures. Evaluation will follow the Lowest Price Technically Acceptable (LPTA) methodology, with award going to the lowest-priced offeror whose proposal meets minimum standards in all evaluation factors: Technical Capability, Price, and Past Performance. Technical Capability is the most critical factor, requiring a qualified staffing plan, compliance with FAR 52.219-14 on subcontracting limitations, and a delivery and setup timeline not exceeding 30 days post-award. Price evaluation includes analysis of the base period, all four options, and half the cost of the final option, with checks for unbalanced pricing across periods. Past Performance must demonstrate relevant experience within the last five years, with up to three questionnaires allowable. Special requirements include mandatory security screenings for all personnel, immediate reporting of criminal or security-related incidents involving staff, strict prohibition on using unapproved communication channels for government information, and compliance
