Tentative Tract Map 61600 / Variance 22-02

The City of Lancaster and United Civil, Inc. are executing a project to develop approximately 10 acres of undeveloped land into 32 single-family residential lots under Tentative Tract Map 61600 and Variance 22-02. Project activities include vegetation removal, grubbing, grading, the installation of underground storage tanks, underground utility construction, and building construction. To facilitate this development, the California Department of Fish and Wildlife issued Incidental Take Permit No. 1927-ITP-2025-048-05, which authorizes the incidental take of 34 western Joshua trees, consisting of 30 removals and 4 encroachments. The permit is effective as of December 18, 2025, and expires on December 31, 2030. Compliance requirements include the appointment of a Designated Representative to oversee on-site monitoring and the submission of a Project Completion Report within one month of project conclusion. The permittee has paid 14,861 dollars into the Western Joshua Tree Conservation Fund as mitigation fees. Strict environmental controls are mandated, including the use of perimeter fencing at least 6 inches above grade to allow wildlife passage, the prohibition of rodent barrier fencing, and the prevention of hazardous material contamination within 50 feet of preserved trees. The permittee must notify the California Department of Fish and Wildlife seven days prior to starting activities and provide immediate notification of any unauthorized tree damage or death.
