Iowa Industry to Classroom Academy CTE Teacher Mentoring Grant Program
Solicitation # 685608
The Iowa Industry to Classroom Academy is a pilot mentoring program launched by the Iowa Department of Education to recruit and retain career and technical education teachers transitioning directly from industry. The program pairs new or emerging CTE teachers, who possess specialized industry skills but lack formal pedagogical training, with experienced mentors for two years. This collaboration is designed to reduce professional isolation and help mentees progress from an initial CTE Authorization to a full five-year authorization. The initial pilot focuses on Family and Consumer Sciences teachers before expanding to all CTE content areas. The program is built upon four pillars: educator retention, instructional excellence, educator well-being, and continuous reflective practice. Over the two-year cycle spanning 2026 to 2028, mentees must complete six core pedagogy areas, including human relations, CTE teaching methods, and curriculum development. Financial support includes a 1,000 dollar total tuition and fee reimbursement for mentees and a 4,000 dollar total stipend for mentors. Additional reimbursements are available for travel, meals, lodging, and substitute pay. Participants are required to engage in monthly meetings, classroom observations, and a capstone project, while maintaining strict confidentiality regarding program interactions. Mentees' districts serve as fiscal agents to manage grant funds via IowaGrants.

The contractor shall provide the Community College of the Air Force, the Territorium E-Proficiency Profile (EPP), a comprehensive Online education assessment battery for institutional effectiveness data to maintain their accreditation in accordance with the performance work statement (PWS). The Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) require the Community College of the Air Force (CCAF) to provide institutional effectiveness data to maintain their accreditation. To accomplish this SACSCOC requirement, CCAF biannually administers Territorium's exclusive E-Proficiency Profile (EPP) test battery, formally known as the Educational Testing Services (ETS) test battery, to recent CCAF graduates to test their proficiency in the general education subjects required for degree completion. This unique service is possessed by only one contractor, Territorium, The ETS test battery is proprietary and has been the sole source for CCAF's proficiency testing for the past fourteen years. Territorium now provides the test battery developed and under license by ETS, now performs trend analyses by comparing current results to previous years. Due to the proprietary test battery, another agency could not use historical data from ETS, as they would not have access to the ETS test battery that the data is based on. This requirement is issued pursuant to 10 USC 2304 (c)(1), as set forth in FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement.
