Solicitation number N0018926QW263 is issued as a request for quotation (RFQ) for Tescom regulators.

The brand name justification was included in and approved as part of the 2579. The justification language is below.


The Naval Submarine Medical Research Laboratory’s (NSMRL) Chamber Hyperbaric system (S/N 324) is fitted with Tescom specific valves, parts and components. Due to hyperbaric system configuration and control requirements the use of Tescom regulators are mandatory per NAVSEA guidelines. The regulators are required to sustain Navy Diving and Manned Hyperbaric capabilities at the naval submarine medical research laboratory in Groton, CT. NAVSEA SS521-AA-MAN-010 U.S. Navy Diving and Manned Hyperbaric Systems Safety Certification Manual provides specific guidelines that must be followed for the certification of new and existing USN diving and manned hyperbaric systems. One of the certification requirements is to maintain configuration control and/or management of all certified USN diving and manned hyperbaric systems. This requirement includes the mandatory use of only those parts/components contained within the "Scope of Certification" (SOC) for each affected hyperbaric system. Additionally, the hyperbaric system's Pre-Survey Outline Booklet


(PSOB) requires replacement parts/components to be compliant with the soc. In combination, the PSOB and SOC require all replacement items to be the same make, model and/or part number as previously and/or currently fitted and/or contained within the hyperbaric system. If these requirements are not followed, the system's certification will be void.
