This effort includes five major task areas: 1. Complete technical and fiscal program management of the contract; 2. Develop and improve empirical models; 3. Perform THTk Software modernization and develop standalone classified and unclassified THTk software packages; 4. Perform Quality Assurance and Configuration Management activities; 5. Deliver Software, Documentation and User Support. Additionally, a test option is included for providing additional empirical data to include into THTk. See attached Statement of Work for additional details on the requirement. As part of your capability submittal, please provide responses to the following: 1. Provide your experience on software development for NWE related projects similar to this effort; 2. Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.
