Texas Beach Watch Signs

The Texas General Land Office is soliciting bids for the construction of 200 metal signs under IFB 8366-LP for its Coastal Resources Division, specifically for use in a near-shore saltwater environment. The signs must be diamond-shaped, flippable, and lockable, measuring approximately 36” x 36” with a thickness of 0.80 mm, and must be imprinted using screen printing with PMS spot colors—blue, red, green, and yellow—on a white background on both sides, using engineer-grade aluminum material. All hardware including frames, fasteners, and mounting components must be stainless steel or aluminum, with dissimilar metals either insulated or selected to prevent corrosion. Fasteners must include padlock-type mechanisms to secure the signs and tough-nut type fasteners to deter theft. Bidders are required to submit material samples, finished product samples for approval, and color printout proofs before production begins. Signs will be mounted on existing wooden or metal poles, and delivery must be completed within 90 calendar days of purchase order issuance. The bid must include all labor, materials, tools, insurance, travel, and incidental costs, and pricing must remain firm for 120 days after the bid deadline. The GLO will award the contract based on the lowest line item or total bid, considering statutory factors under Texas Government Code §§ 2155.074, 2155.144, 2155.441, 2156.010, 2156.007, and 2157.003, and may reject any or all bids at its sole discretion. All bids must be submitted as a single PDF file titled “IFB 8366-LP (Respondent Name)” via the designated Box™ portal by 2:00 p.m. CT on May 29, 2026; no other submission methods will be accepted, and the Box™ timestamp is the sole proof of timeliness. The file must include a signed signature page, W-9, Exhibit A (Price Schedule), minimum qualification documentation, signed addenda acknowledgments, and conflict disclosures if applicable. Bidders must certify compliance with numerous state and federal requirements, including the Drug-Free Workplace Act, E-Verify employment eligibility verification, prohibitions against human trafficking, cybersecurity training under Texas Government Code §2054.
