The Directorate of Contracting at Fort Campbell, Kentucky, seeks to modify and enhance Expandable Lightweight Air Mobile Shelters (ELAMS) through the procurement of specific tent components. The requirement includes one long vestibule tent, four short vestibule tents, and six tent entrance walls designed to interface with existing ELAMS platforms. These components feature precise dimensions and connection points to ensure compatibility with current shelter systems. The procurement will be awarded as a firm fixed price, supply-type contract on a sole source basis to D&R Engineering of Springfield, Missouri, the original manufacturer believed to be uniquely capable of producing these enhanced parts without incurring duplicative costs for the government. This acquisition, falling under NAICS code 314912 with a small business size standard of 500 employees, will be conducted using Simplified Acquisition Procedures and will not involve a formal solicitation. While this notice does not seek competitive offers, interested firms that believe they can meet the requirements may submit written notifications with supporting evidence within 10 days of the publication date. Responses will be reviewed by the government, which retains full discretion on whether to pursue competition. If no viable alternatives are identified, negotiations will proceed directly with D&R Engineering. All responses and inquiries are to be directed via email or fax to the designated contracting officers by the specified deadline.
