The Social Security Administration (SSA) plans to renew a subscription for the Thales Ciphertrust Cloud Key Manager under contract number 28321318P00051164, through a sole-source negotiation with Optiv Federal, Inc. based in Elkridge, Maryland. This renewal involves the Thales Vormetric Cloud Encryption Gateway (VCEG) subscription and the acquisition of the Multi-Cloud Cloud Key Manager (CCKM). The VCEG supports cryptographic key management and encryption services to the cloud, offering flexible cryptographic solutions essential for government operations. SSA has issued a Notice of Intent to negotiate exclusively with Optiv Federal for these services, emphasizing that this is not a solicitation for quotations but an announcement of intent to proceed on a sole-source basis if no other capable vendors respond by the April 30, 2019 deadline. Responses must demonstrate the respondent’s capability to meet the requirements and be submitted via email. The agency will not reimburse any costs related to response preparation nor entertain oral or unsolicited requests for solicitation copies. The contract is managed by SSA's Office of Acquisition and Grants in Baltimore, Maryland, with policies guided by FAR Parts 12 and 13. This procurement underscores SSA’s commitment to maintaining secure cloud encryption key management infrastructure with a vetted provider.
