The Riverside County Housing and Workforce Solutions Department is issuing a request for proposals to participate in the HUD Continuum of Care (CoC) Builds Competition, aiming to secure funding to support efforts to end homelessness within the community. The initiative seeks qualified applicants, including nonprofit providers, tribes, and local governments, to develop and expand supportive housing options, particularly focusing on new Permanent Supportive Housing (PSH) units that involve construction, acquisition, or rehabilitation projects. Funding opportunities include up to $7.5 million in Final Pro Rata Need funds and an additional $2 million set aside for projects on Tribal Reservations or Trust Lands, with the goal of supporting community-wide efforts to rehouse homeless individuals and families, including those fleeing domestic violence and youth. The application process emphasizes accuracy and completeness, with specific limits on administrative costs and eligible activities, and projects must be evaluated and approved by the CoC Board of Governance for inclusion in Riverside County’s application. The contract size ranges from five million to fifteen million dollars, with a response deadline of October 14, 2024. The selected projects will be reviewed based on their alignment with program requirements, including capital costs for new construction, acquisition, or rehabilitation of PSH units, and must adhere to HUD guidelines regarding eligible costs and administrative limits. The overarching goal is to foster community collaboration, optimize resource utilization, and promote sustainable solutions to homelessness through targeted funding and strategic planning. Prospective applicants should read through all sections of this RFP carefully to avoid submitting an incomplete or ineligible application. Failure to respond accurately to any submission requirement could result in an incomplete or noncompetitive proposal. The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes, tribally designated housing entities (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs)), and local governments to quickly rehouse homeless individuals, families, persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, or stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness. HWS serves as the CoC Lead Agency and Collaborative Applicant for the Riverside County CoC and works alongside the CoC to oversee the community’s plan to organize and deliver supportive services, including housing options, which meet the specific needs of homeless individuals and families. The County of Riverside Department of Housing and Workforce Solutions and Continuum of Care Homeless Action Plan can be accessed here: County of Riverside Homeless Action Plan_1.pdf (harivco.org) . 2. For this NOFO, the following will be considered for funding: New Permanent Supportive Housing (PSH) units which must include a capital costs budget for new construction, acquisition, or rehabilitation. The application may request no more than 20 percent of an award for CoC Program eligible activities and costs associated with the new PSH projects (see Section IV.G.1 of Attachment A-CoCBuilds NOFO), and no more than 10 percent for administrative costs. Ineligible or late project applications will not be reviewed.
