The Kaiser Manteca ED Expansion Project

The Kaiser Manteca Emergency Department Expansion Project, identified by solicitation number SPC-24-81, involves the construction of a 27,450 to 27,476 square foot expansion of the existing emergency department located at the northwestern corner of W. Yosemite Avenue and St. Dominics Drive in Manteca, California. The scope of work includes the development of 34 treatment bays, a new walk-in emergency waiting area, a new magnetic resonance imaging (MRI) imaging trailer, and a reconfigured ambulance drop-off zone. To facilitate this development, the project requires several entitlements, including a site plan review, a conditional use permit for hospital use within the Public/Quasi-Public Zoning District, multiple lot line adjustments to merge various parcels, and a master sign program. Offsite improvements are also required, such as the construction of a median along W. Yosemite Avenue, the extension of Center Street, and the undergrounding of the existing SSJID Drain 5. The project is being led by the City of Manteca and has undergone extensive environmental review in accordance with the California Environmental Quality Act (CEQA), resulting in a certified Initial Study/Mitigated Negative Declaration. Environmental assessments have addressed air quality, noise, biological resources, and transportation impacts, with mitigation measures established for potential effects on local wildlife and traffic. Technical studies have identified 1.82 acres of wetlands and seasonal drainages within the survey area and noted the presence of previously abandoned oil, gas, or geothermal wells, which require specific management and re-abandonment procedures per CalGEM regulations. Additionally, the project must comply with HCAI healthcare facility standards, ADA accessibility guidelines, and local air quality regulations to ensure safety and public service capability.
