The Mississippi Department of Public Safety, through its Forensic Laboratory, has awarded a sole-source consulting contract to PinPoint Testing LLC for the implementation and validation of an LC-MS/MS confirmation method to detect drugs of abuse in blood samples for driving under the influence of drugs investigations. The total contract value is $79,260.00, covering a comprehensive scope of work that includes method development, optimization across two Agilent 6475 triple quadrupole mass spectrometers, full analytical validation adhering to ASB/ANSI Standard 036 and ISO/IEC 17025, preparation of standard operating procedures, delivery of a proprietary ToxBox® validation reagent package, and two days of onsite training with certification for laboratory staff. All services must be performed with a combination of virtual and onsite support at the laboratory located in Pearl, Mississippi, with performance commencing no earlier than August 1, 2026, and concluding on July 31, 2027. The contract requires strict adherence to performance metrics, including bias below 20%, precision within 20% CV, R² greater than 0.99, carryover below the limit of detection, and specific ion ratio and retention time tolerances, with all deliverables subject to final approval by the Mississippi Department of Public Safety. The contractor must maintain $1,000,000 in liability insurance naming DPS as an additional insured, comply with the Mississippi Employment Protection Act through E-Verify, and refrain from subcontracting or assigning duties without prior written consent. Payments are made electronically monthly upon submission of substantiated invoices to the designated state payment office, with no state tax withholding applied. The contractor is prohibited from having any conflict of interest with DPS personnel, must not have been previously terminated for default, and is required to retain all records for three years post-final payment or longer if an audit or litigation is pending.
