The O'Neil Center Boiler Room Bridge Structural Repairs Project-Westside Campus

Western Connecticut State University is seeking qualified contractors to perform structural repairs on the boiler room ceiling concrete beams and the exterior concrete walkway bridge and adjacent sidewalk near Gate 6 at the O’Neill Athletic Center on the Westside Campus in Danbury, Connecticut. The work encompasses all labor and materials necessary to restore the structural integrity of these concrete elements in accordance with the Contract Documents, including plans, specifications, and referenced attachments. The project is subject to Connecticut’s Prevailing Wage Rates, and contractors must comply with state-mandated spending goals requiring a minimum of 25% participation by Small Business Enterprises and 6.25% by Minority-, Women-, and/or Disabled-owned Business Enterprises, as well as uphold non-discrimination standards enforced by the Connecticut Commission on Human Rights and Opportunities. All work must adhere to the Connecticut State Building Code, manufacturer specifications, and industry standards such as ASTM C920, NFPA 72, and NFPA 110, with inspections conducted at multiple stages including manufacturing, fabrication, and on-site installation, culminating in formal acceptance by the Owner upon issuance of a Certificate of Acceptance. Contractors must submit sealed bids by 2:30 p.m. on August 25, 2026, to the designated purchasing office at WCSU, with all proposals containing required documentation including a completed bid form, bid bond, proof of insurance, DAS prequalification certificate, CHRO compliance certifications, and labor records. The contract requires detailed submittals such as shop drawings, product samples, operation and maintenance manuals, and a schedule of values, with material substitutions permitted only upon prior written approval. Performance must comply with strict packaging and preservation standards, including delivery in manufacturer-sealed containers, proper labeling, and climate-controlled storage. The Contractor is responsible for coordinating trades, maintaining job site safety, cleaning up daily, correcting deficiencies at their own expense, and ensuring that key personnel, including the superintendent and safety officer, are approved and stationed on-site. Subcontractors performing work valued at $25,000 or more must be pre-approved, and substitutions are prohibited without documented good cause and formal authorization. Payment will be made in accordance with AIA G702 applications and the Schedule of Values, with progress payments contingent upon compliance with wage reporting and retention of funds until final acceptance is achieved.
