The US Marine Corps Base Miramar (San Diego, CA 92145) intends to award a sole source, firm fixed-price contract for cable services to Time Warner Cable. This contract will cover cable television requirements aboard MCAS Miramar for the period of performance: 01 Ocdtober 2012 to September 30, 2013. The Government intends to award this contract on October 11, 2012. This is not a Solicitation for bids. Time Warner Cable has been identified as the sole source for this requirement. a. Cable television service to the Marine Corps Air Station-Wing & Base. b. Cable television service will be provided by underground and existing vendor-owned lines to various locations within the Base. c. Cable television service is required for Command Operations activities. Time Warner Cable, Inc. is the sole-licensed provider of cable service in the immediate vicinity to MCAS Miramar as defined by the city of San Diego. d. Cable service agreements with the Government are for twelve month periods only. e. Time Warner Cable, Inc. has provided this service for six years to MCAS miramar. f. A Master Agreement with Time Warner Cable, Inc. was developed and undertook an expentive review of all options available to MCAS Miramar. It was determined that the City of San Diego franchise agreement prohibits vendors from competing in the same geographic area. It is not economically feasible for any other vendor to service the requirements at MCAS Miramar without the economy of scale to provide service to surrounding communities. g. Satellite subscription services are not able to be hosted over the existing Base Communication framework without extensive and expensive upgrades. h. There are no measures that can enhance nor increase competition for this requirement. i. The estimated annual cost of calbe television service is $100,000.00.
