The Department of Veterans Affairs Network Contracting Office 9 plans to award a sole source contract to AT&T Mobility Southeast for wireless voice and data services, along with associated devices, to support Veterans Affairs Club Services Account 615 M34-9660. The contract will last for a twelve-month period and includes not only voice and data services but also wireless non-voice/data-related services such as Global International Roaming, messaging options (Text/PIX/FLIX), tethering, Wireless Priority Service, and GPS navigation. While some services are covered under the contractor's Federal Supply Schedule (FSS) contract, the mobile devices themselves—ranging from cellular phones and push-to-talk units to smartphones and mobile broadband devices—are not available via FSS and will be procured as open market items. AT&T Mobility is uniquely positioned to fulfill this requirement due to issues with network compatibility, activation processes, and pricing structures, making it the sole capable vendor. Although this notice is not a request for competitive quotes, potential firms that believe they can meet the requirements may submit written notifications with supporting evidence to demonstrate their capability, by October 15, 2012. The government reserves the right to evaluate such responses but retains discretion over whether or not to compete the award. If no responsive firms come forward, the contract award to AT&T Mobility will proceed. Requests and inquiries cannot be made by telephone, and responses must be submitted via email as specified. The solicitation is identified under number VA24913R0006 and pertains to NAICS code 517110, managed by the Network Contracting Office 9 headquartered in Murfreesboro, Tennessee.
