Therapeutic Behavioral Services

The San Bernardino County Department of Behavioral Health is soliciting proposals under RFP DBH #25-36 for qualified organizations to provide Therapeutic Behavioral Services (TBS) for children and youth under 21 with serious emotional challenges. The contract spans five years from January 1, 2027, to December 31, 2031, with an estimated total value of 25,750,000 dollars, based on an annual allocation of 5,150,000 dollars. Services will be delivered across the West Valley, East Valley, Desert/Mountain, and Eastern Desert regions of San Bernardino County, utilizing the Integrated Core Practice Model (ICPM) and the Child and Adolescent Needs and Strengths (CANS) assessment tool. Contractors are required to maintain strict compliance with HIPAA, Medi-Cal certification, and various state and federal data security standards, including specific mandates for encrypted data backups and media sanitization. Key requirements include mandatory Department of Justice fingerprint clearances for staff working with minors, the provision of bilingual English/Spanish coaches, and the submission of audited financial statements. Invoicing is managed through the County's internal billing and transactional database system via Charge Data Invoices.
