This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in RFO 12.201-1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are
being requested, and a written solicitation will not be issued.


This solicitation is a Request for Quotation (RFQ). The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Regulation, Revolutionary FAR Overhaul Circular FAC 2026-01; Effective 03/13/2026. This acquisition will utilize the North American Industry Classification System (NAICS) code 334511 and Product or Service Code (PSC) 6650. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of SAM registration may make an offeror ineligible for award.


Notice to Offeror(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The 87th Contracting Squadron at Joint Base McGuire-Dix-Lakehurst, NJ, is seeking the procurement and delivery of eleven (11) Tactical Multispectral Binocular Systems with Integrated Laser Rangefinder for the 87th Security Forces Squadron (87 SFS), in accordance with the attached Statement of Work (SOW).The requirement is for hand-held, ruggedized, multispectral (thermal and digital day/night) observation systems with dual-channel image blending, an eye-safe laser rangefinder, and switchable image stabilization, to support base defense, tactical reconnaissance, target acquisition, and security operations.


The Contractor shall provide all items, including hardware, built-in software, and commercial warranties associated with the requested equipment, and shall deliver the equipment complete with all standard field accessories identified in the attached SOW. The requirement is limited to direct procurement, shipping, and delivery of the required hardware; the Contractor shall not be responsible for installation, configuration, integration, testing, site readiness, decommissioning, or other on-site services unless otherwise stated herein. Any interested offeror shall provide their company information, quotation, and required documentation for the items identified below.
