This is a Sources Sought notice only; it is not a request for competitive proposals. There is no solicitation, specifications, and/or drawings available at this time. The purpose of this Sources Sought Notice is to identify business concerns with sufficient similar experience that are capable and interested in performing the work described herein. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this Sources Sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this Sources Sought notice.

The Norfolk District, United States Army Corps of Engineers is seeking eligible firms capable of performing maintenance dredging at Thimble Shoal Channel, Hampton Roads, Virginia. The base scope of work consists of dredging approximately 1,350,000 cubic yards of maintenance material from the Thimble Shoal Channel West channel segment to a required depth of -57 feet MLLW with 1 foot of allowable overdepth. All dredged material will be deposited at Dam Neck Ocean Disposal Site (DNODS). The optional scope of work consists of dredging approximately 220,000 cubic yards of maintenance material from the Thimble Shoal Channel East channel segment to a required depth of -56 feet MLLW with 1 foot of allowable overdepth. Approximately 214,000 cubic yards of dredged material will be placed within DNODS and approximately 6,000 cubic yards of dredged material will be placed at Craney Island Dredged Material Management Area by direct hydraulic pump-off. All material will be dredged by mechanical dredge or hopper dredge. The contract includes special requirements and precautions when dredging in the vicinity of protected cultural resources.



In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $25,000,000.00 and $100,000,000.00. NAICS Code 237990, standard size $45 million, applies. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.



The construction period of performance will be approximately 150 calendar days from issuance of the Notice to Proceed (NTP).  The official synopsis citing the solicitation number will be issued on System for Award Management (SAM) www.sam.gov.

Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information.

1. Firm's name, address, point of contact, phone number, and e-mail address.
2. Firm's interest in bidding on the solicitation when it is issued.
3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute construction, comparable work performed within the past 5 years):
Brief description of the project, (customer name, timeliness of performance, and dollar value of the project) - provide at least 3 examples.
4. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or WOB.
5. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable.
6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company.
