The qualified pool will have an initial three-year term with two optional one-year extensions at HASLC’s discretion, and HASLC retains the right to refresh, expand, reduce, suspend, or terminate the pool at any time. Evaluation of proposals is based on a 100-point scoring system prioritizing cost, with evaluated fee or cost accounting for 60 points, and fee completeness and value contributing an additional 5 points, for a combined cost-related weight of 65 percent. Non-cost factors include experience and compliance with federal and state housing programs (15 points), management approach and staffing (10 points), and transition planning and references (10 points). Proposers must achieve a minimum of 21 out of 35 non-cost points to qualify for award consideration, after which a trade-off analysis will be conducted to determine the most advantageous offer, considering both price and technical merit—it is not a lowest price technically acceptable procurement. Offerors must submit formal certifications including debarment and suspension compliance through Addendum D and a non-collusion certificate via Addendum E, and are required to maintain active SAM.gov registration and UEI. Compliance with HUD, LIHTC, PBV, HOME, NHTF, Fair Housing, ADA, VAWA, Section 504, and Utah-specific regulations governs all operations, along with requirements for adequate insurance coverage ($1M commercial general liability, $1M cyber liability, $1M fiduciary crime coverage), audit-ready recordkeeping, electronic reporting, and immediate reporting of any change in debarment status.
