The Naval Facilities Engineering Command, Atlantic plans to issue a sole source, firm fixed price purchase order to David Dubbink Associates located in San Luis Obispo, California. The contract supports the Navy Air Installation Compatible Use Zone (AICUZ) Program by updating the existing ISIS system software with new F-35 Joint Strike Fighter sound recordings and integrating interactive modules that allow students to engage with the material in a self-paced online learning environment. This procurement will be conducted under specific federal acquisition regulations and statutes that permit non-competitive negotiations due to the unique capabilities of the selected firm. Although this notice indicates an intent to award without competition, it invites other vendors who believe they can meet the contract requirements to submit a written notice of interest by a specified deadline. Any such submission must provide strong justification for why competition would benefit the government in future procurements. The ultimate decision to proceed with the sole source award or to open the procurement to competition rests solely with the government. Communications regarding the contract should be directed to the named contracting officer by the specified date for consideration.
