The U.S. Army Installation Contracting Command at Aberdeen Proving Ground, Maryland, plans to issue a sole source, firm fixed price contract to Data Sciences International (DSI), located in St. Paul, Minnesota, for the purchase of the Ponemeah Physiology Platform (Part No. PNM-P3P-032) and its accessories. This contract will be awarded under FAR Part 13.5 and FAR Part 6.302-1 authority, citing that DSI is the only responsible source capable of meeting the agency’s unique requirements. Market research conducted by the Toxicology Team confirmed that no other software/hardware platform on the market can integrate and acquire synchronized data from multiple physiological measuring devices as DSI’s platform can. Specifically, DSI’s system uniquely collects inter-plural pressure from implantable transmitters and air flow signals from external differential pressure transducers simultaneously, synchronizing these inputs within 5 milliseconds to enable accurate respiratory parameter calculations. Interested parties were invited to express written interest within 5 days of the notice posted on September 10, 2008, by contacting the designated government point of contact via email only. This notice is not a solicitation for competing offers but serves to inform that a sole source award is intended due to the lack of alternative suppliers able to fulfill the contract needs. The procurement falls under NAICS code 334510 and is managed by the Department of Defense office at Aberdeen Proving Ground.
