The Department of Veterans Affairs VA Connecticut Health Care System (VACHCS) plans to enter into a sole source commercial contract with Viasys Neurocare Group under the authority of FAR 6.302-1, citing that no other supplier can meet the agency's requirements. The contract involves procuring a specific set of equipment and installations, including three units of the IAC Sound Enclosure with specified exterior and interior dimensions, equipped exam and control rooms with electrical and telecom installations, RF shielding, and various audiometric and sound field systems. Additional components include audiometers, tympanometers, laptop computers, real ear verification systems, external speakers, barcode scanners, and associated software modules, all totaling multiple units for each item. The justification for this sole source acquisition rests on the unique capability of this equipment package, particularly the highest throughput sequencer available, with no comparable systems on the market. Assembling equivalent functionality from separate components would be cost-prohibitive and require extensive validation. The solicitation is not a request for competitive proposals but invites comments up to a specified deadline to inform the government's decision on competition. Inquiries are to be submitted in writing via email or mail to the designated VA contact. The acquisition follows current federal acquisition regulations and provisions as detailed in the Federal Acquisition Circular FAC 2005-26.
