The Social Security Administration, through the Office of Acquisition and Grants, intends to sole source a firm-fixed price delivery order to XTEC, Inc. for the replacement and personalization of HSPD-12 PIV cardstock under GSA Schedule 47QSWA23D003D, citing FAR 16.505(b)(2)(ii)(B) due to the exclusive availability of required services from a single responsible source. The procurement involves the acquisition of Idemia FIPS-201 compliant PIV cards, including the smart card body and embedded chip, alongside FIPS-201 approved graphical personalization services that integrate directly with the agency’s MyID Card Management System. The system’s centralized printing functionality is exclusively compatible with Idemia’s graphical personalization service and depends on a shared Open Platform Master key to cryptographically lock cards during transit, a requirement the MyID CMS mandates and for which no alternative cryptographic method is permitted.
