Thyroid Uptake System

The Department of Veterans Affairs is seeking the Captus 4000e Thyroid Uptake System, manufactured by Mirion Medical (Capintec), Inc., for use in the Nuclear Medicine Department at the West Haven VAMC in Connecticut. The system is required to perform thyroid uptake measurements, bioassays, wipe tests, and quality control functions in full compliance with ANSI N44.3 and IAEA standards for calibration accuracy. Delivery, installation, and one-day on-site training must be completed within 90 days of order receipt under white-glove service conditions, with all contract personnel required to be bonded and adhere to federal data protection laws including the Privacy Act, Freedom of Information Act, and records management regulations under 44 U.S.C. Chapters 21, 29, 31, and 33. The contract, issued as a Request for Quotation under Simplified Acquisition Procedures, is set aside for Service-Disabled Veteran-Owned Small Business Concerns and follows commercial item acquisition guidelines under FAR Part 12. Offerors must hold a valid Unique Entity Identifier and CAGE code and affirm compliance with multiple federal security and sanctions requirements, including prohibitions on using covered telecommunications equipment from Huawei or ZTE, avoiding transactions with sanctioned countries such as Iran and Sudan, and refraining from supplying FASC-prohibited unmanned aircraft systems. Contractors are obligated to report any non-compliant products or services to the Contracting Officer within 72 hours and submit quarterly reviews of the System for Award Management for newly designated restricted entities. The government retains full ownership of all data and records generated under the contract, and subcontracting requires prior approval. Evaluation will be based solely on price and past performance, with award made on a trade-off basis to the most advantageous offer without discussions. Performance is to occur at the VA Connecticut Healthcare System, 950 Campbell Avenue, West Haven, CT, with payment to be processed via electronic funds transfer. All proposals must be submitted through SAM.gov by the deadline of July 23, 2026, and include required certifications regarding sanctions compliance, whistleblower protections, and the prohibition of internal confidentiality agreements that restrict reporting of fraud.
