The Government is contemplating a Multiple Award Construction Contract for General Construction Services (MACC) that will accomplish a broad range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects affecting real property facilities at Tinker Air Force Base, Oklahoma. Work performed will be complex in nature, require multiple construction trades, and may require engineering design performed by credentialed professionals. Anticipated project execution methods will fall into one of three categories: Design-Build, Construction with Limited Design or Construction Only.
This indefinite delivery, indefinite quantity contract will be used to acquire construction work at Tinker AFB, OK as awarded on individual orders. Except as this contract may otherwise provide, if the Government’s requirements do not result in orders in the quantities described as "estimated" or "maximum" in the Schedule, that fact shall not constitute the basis for an equitable price adjustment.

The Government is contemplating awarding two contractor pools as follows:
- Small Business Pool: Task Orders under $10M
- Full and Open Pool: Task Orders $10M or above
Small Businesses will have the opportunity to compete in both the Small Business pool and the Full and Open pool for award of a MACC.
The Government anticipates awarding one 5-year contract with one 5-year option period.
Historical project magnitudes and anticipated project magnitudes are attached for review. Specific Independent Government Estimates (IGE) or contract award amounts will not be provided. Anticipated project magnitudes are not guaranteed and are subject to change at any time. Additionally, anticipated project magnitudes should not be used to guarantee award of task orders for offerors awarded a MACC in either pool.

This DRAFT Request for Proposal (RFP) for Tinker AFB’s FY26 Multiple Award Construction Contract (MACC) Indefinite Delivery Indefinite Quantity (IDIQ) effort is being released to provide early engagement with industry and gather valuable insights from potential offerors. Feedback provided will be reviewed and potentially utilized to help refine this requirement and develop a comprehensive and effective final RFP. This draft is not a formal solicitation, no contract will be awarded based on responses to this draft and will not obligate the government for any costs associated with responses.
