The Government is considering awarding a Multiple Award Construction Contract (MACC) to provide general construction services at Tinker Air Force Base, Oklahoma. This indefinite delivery, indefinite quantity (IDIQ) contract will support a wide range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects involving complex work that may require multiple trades and professional engineering design. Projects may be executed using Design-Build, Construction with Limited Design, or Construction Only methods. The contract is expected to have a five-year base period with a five-year option and will be divided into two pools: a Small Business Pool for task orders under $10 million and a Full and Open Pool for task orders of $10 million or more. Small businesses may compete in both pools. The draft Request for Proposal seeks early input from industry to refine the requirement and does not constitute a formal solicitation or a commitment to award. Historical and anticipated project magnitudes are provided for reference but do not guarantee order quantities or funding. The Government emphasizes that lack of task order awards or changes in project scope will not lead to equitable price adjustments. A windshield tour of the base is scheduled to familiarize interested parties, with requests to participate due before September 24. Questions on the draft must be submitted by October 8. The solicitation is a total small business set-aside under NAICS code 236220, with all correspondence managed through designated points of contact.
