Invest Atlanta and the Urban Residential Finance Authority of the City of Atlanta (URFA) are establishing a qualified pool of Georgia-licensed attorneys to conduct residential real estate closings for the Homeownership Incentives Program. This program supports buyers receiving down-payment and closing-cost assistance through various products, including BMAP, AHN, VCRI, AHRA, and PBMAP. Selected attorneys will be responsible for pre-closing coordination, such as clearing titles and preparing loan documents, executing in-person closings, and managing post-closing compliance, including the delivery of final record documents and title policies to URFA within 15 business days. To be eligible, firms must be licensed in Georgia, maintain an active business license, and provide proof of professional liability insurance and fidelity bond coverage. Mandatory requirements include compliance with E-Verify and the SAVE Act, a clean five-year record regarding public-benefit program suspensions, and a written criminal background check policy for staff. A critical condition of the contract is the agreement to not charge attorney fees on subordinate down-payment assistance mortgages. The selection process is based on a 100-point scale evaluating firm qualifications, relevant experience with affordable homeownership, quality control standards, cultural competency in communicating with low-to-moderate income buyers, and financial capacity. Performance is measured by strict key performance indicators, including scheduling closings within two business days of a clear-to-close package and maintaining zero trust-account discrepancies. Responses must be submitted in PDF format by November 16, 2026, and include a comprehensive five-part submission covering organizational profile, team qualifications, experience, compliance, and fee structures.
