AI Contract Overview

The contract involves the construction of a new indoor switchgear building to house the City's 34.5kV switchgear, which is currently exposed to harsh environmental conditions leading to frequent flashovers. These flashovers have been primarily caused by salt spray contamination from the adjacent tollway, which accumulates on the bus insulators. Previous mitigation efforts, such as regular cleaning, have proven ineffective and labor-intensive, prompting the Utility to seek a more permanent solution by relocating the switchgear indoors. The solicitation, titled "Tollway 34kV Switchgear Building," was posted by the Public Utilities (Electric) division of the Illinois Department of Public Utilities and includes a response deadline of March 16, 2026. The project will be based in Naperville, Illinois, with key contacts including Phil Calderone, Utility Engineering Manager, and Shanel Gayle, Procurement Officer. This infrastructure upgrade aims to improve the reliability and maintenance efficiency of the City's electric utility system by protecting critical equipment from environmental damage.

Full Description

The City's Tollway substation has seen several 34.5kV bus flashovers on both buses over the last couple of years. The primary cause of these failures was determined to be the amount of salt spray contamination, from the adjacent tollway, that forms on the bus insulators. Regular cleaning has proven ineffective and requires labor intensive periodic maintenance. As such, the Utility is looking to move its 34.5kV switchgear indoor into a new switchgear building which will be constructed as part of this bid.
