The Naval Air Systems Command intends to issue a sole source award to Lockheed Martin Missiles and Fire Control for the production and maintenance of the TOPSCENE database and related software product improvements. As the Navy's program of record for Mission Rehearsal Scene Visualization for Naval Aviation, TOPSCENE provides critical geo-specific scene visualization and sensor simulation. The scope of work encompasses program management, software and systems engineering, database infrastructure support, and life cycle support for legacy products, ensuring interoperability with systems such as the Joint Mission Planning System and Portable Flight Planning System. Lockheed Martin Missiles and Fire Control is designated as the sole source for this requirement because they have been the exclusive designer and developer of the TOPSCENE application since 1990. Due to a lack of complete technical data and sufficient license rights held by the Navy to conduct a competitive bidding process, the contractor possesses the unique knowledge and experience necessary to meet the government's requirements. The contract also includes provisions for logistical support, quality assurance, training, and assistance with contingency operations through target identification.

Naval Air Systems Command / NAS Patuxent River, MD intends to issue a sole source award to Lockheed Martin Missiles and Fire Control (LMMFC), Dallas, TX, under the authority of 10 U.S.C. 2304 ( c )(1) and in accordance with FAR 6.302-1(b)(1)(i). The requirement is for the contractor to provide target material TOPSCENE database production and maintenance and pre-planned TOPSCENE software product improvements for Mission Rehearsal Scene Visualization for Naval Aviation and life cycle support of TOPSCENE legacy software products as well as to support contingency operations through target identification if requested. The scope of work includes, but is not limited to, Program Management; Software and Systems Engineering; Mission Rehearsal Visualization Products; Database Infrastructure Support and Database Production; Logistical Support; Quality Assurance; Training Support; and Technical, Administrative and Financial Data Support. Tactical Operational Scene (TOPSCENE) is the Navy's program of record for Mission Rehearsal Scene Visualization for Naval Aviation. The key TOPSCENE objectives are to provide software products and support of the fielded mission rehearsal systems as standalone software applications or as integrated software within the Naval Aviation Mission Planning Environment. LMMFC will be required to produce software products that support geo-specific scene visualization, weapon and sensor specific simulation, and interoperability with legacy mission planning systems and software, e.g. Joint Mission Planning System (JMPS), and Portable Flight Planning System (PFPS). Since the inception of the TOPSCENE Program at Milestone B, 4th quarter FY1990, LMMFC has been the sole designer, developer and producer of the TOPSCENE/TTVS application. LMMFC is the only source with the requisite knowledge and experience to complete the development, integration and production of the TOPSCENE/TTVS software products to meet the Navy's requirements. The Navy does not have a complete technical data and computer software package, nor sufficient license rights in the technical data and computer software delivered necessary to conduct a competition. Therefore, LMMFC is the sole source capable of providing the support and producing the software products required. See numbered note 22.
