The National Institute of Standards and Technology (NIST) is conducting a sources sought notice to identify potential suppliers capable of providing a specialized torque motor conforming to precise technical specifications. The requirement includes delivering one complete torque motor, consisting of four coil segments and seven magnet segments, along with an additional set of four coil segments. The motor must be designed to fit existing NIST infrastructure, with coil and magnet segments forming a full circular ring. Key features include two full coil rings each composed of four 90-degree segments, one magnet ring divided into six 54-degree segments plus one 36-degree segment, and 40 pole pairs of NdFeB magnets aligned with the coil segments. The motor must have coils embedded in thermally conductive epoxy and include embedded thermistors for temperature monitoring, with specifications demanding a minimum 0.65 Tesla axial magnetic field and strict dimensional requirements such as a 29 mm magnet ring height and a 7 to 8 mm air gap. Respondents are requested to provide information on their company’s capabilities, including contact details, registration status, and experience relevant to the torque motor requirement without submitting proprietary information. The notice encourages input on potential barriers in the requirements that may affect participation, suggestions to support small business involvement, and identification of more appropriate NAICS codes if applicable. Responses must be submitted electronically by June 22, 2026. NIST emphasizes that this is not a solicitation for proposals or quotations, and no contract will be awarded from this notice; rather, responses will inform future procurement actions. Questions about the notice may be submitted until June 16, 2026, and responses will be shared anonymously to assist prospective respondents.

Secondary POC: Donald Collie (donald.collie@nist.gov)

Title:  Torque Motor

BACKGROUND

THIS IS A SOURCES SOUGHT NOTICE

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a torque motor. The North American Industry Classification System (NAICS) code for this acquisition is 334516.

NIST has a need for a torque motor that meets or exceeds the following draft minimum specifications:

The Contractor shall provide one (1) full torque motor (4 coil segments + 7 segments of magnet) and one (1) additional set of 4 coil segments that meet the following minimum specifications:

The high torque motor should be exactly dimensioned to match existing infrastructural hardware and bearings at NIST where both coil and magnet segments must be able to fill a full circular ring. Detailed performance specifications are given below.

System shall have two (2) full sets of coil rings; Each ring is comprised of 4x90 deg = 360 deg.

System shall have one (1) full set of magnet ring; One ring is comprised of 6x54 deg + 1x36 deg = 360 deg.

System shall have 40 pole pairs (80 segments) of NdFeB magnets matching the pitch of the 40 individual trapezoidal coils

System shall have all coils fully embedded inside thermally conductive cured epoxy fins, 10 coils per 90 deg arc.

System shall have at least 0.65 T axial magnetic field within the air gap.

Total height of magnet ring shall be 29 mm and air gap shall be between 7 - 8 mm.

At least one thermistor shall be embedded inside each coil arc and at least 4 total thermistors shall be embedded inside select magnet arcs for directly measuring the temperature of the NdFeB components.

HOW TO RESPOND TO THIS NOTICE

In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORMATION. Please include only the following information, readable in either Microsoft Word 365, Microsoft Excel 365, or .pdf format, in the response.  Submit the response by email to the Primary Point of Contact and, if specified, to the Secondary Point of Contact listed at the bottom of this notice as soon as possible, and preferably before the closing date and time of this notice.

  • Provide the complete name of your company, address, name of contact for follow-up questions, their email, their phone number and, if your company has an active registration in https://sam.gov, your company’s Unique Entity ID (UEI).

  • Details about what your company is capable of providing that meets or exceeds NIST’s minimum requirements.

  • Whether your company is an authorized reseller of the product or service being cited and evidence of such authorization.

  • Identify any aspects of the description of the requirements in the BACKGROUND section above that could be viewed as unduly restrictive or create unnecessary barriers that adversely affect your firm’s ability to fully participate in a procurement for such services and explain why.  Please offer suggestions for how the requirements could be organized or structured to encourage the participation of small businesses.

  • For the NAICS code

  • Indicate whether your company is (a) a small business or (b) other than small business.  See the Table of Small Business Size Standards and the associated .pdf download file for small business size standards and additional information.
