The Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) has issued a Request for Information (RFI) seeking details on commercial off-the-shelf total containment vessels designed for the containment, transportation, and temporary storage of explosives. These vessels should be capable of repeated detonations and may be used for the destruction of explosives, homemade explosives (HMEs), or improvised explosive devices (IEDs). The equipment should also include a trailer suitable for vessel transport. This inquiry is aimed primarily at the emergency responder community and supports the Department of Homeland Security’s System Assessment and Validation for Emergency Responders (SAVER) Program, which evaluates and validates commercial equipment for emergency use. Responses will contribute to future SAVER assessments but will not result in an immediate procurement or contract award. Respondents are required to submit company information, including contact details, and product specifics via a provided form. The information gathered will be publicly available and may be utilized for SAVER program documentation; therefore, proprietary details should not be included. The RFI emphasizes that submissions are for informational purposes only and do not represent a solicitation or request for proposal. Vendor data may be reformatted for publication, and selected respondents may be contacted later for more detailed technical data. Submissions were due by December 6, 2013, and comprehensive instructions and support were provided for document download and submission. Technical questions were directed to a designated SPAWARSYSCEN contact, while contract and procedural inquiries were handled by a Navy contract specialist.
