Naval Medical Center San Diego intends to enter into a sole source procurement contract with Smith & Nephew, Inc. for the acquisition of three total knee implants to be used in two arthroplasty surgeries. This procurement is conducted under statutory authority 41 U.S.C. 253(c)(1) and FAR 13.106-1(b)(1)(i), as the government has determined that only one responsible source can satisfy its minimum needs. The requirement specifically calls for Legion Primary and Journey II BCS knee implants featuring oxinium oxidized zirconium coating, as specified by the performing surgeon to meet patient anatomy needs. The contract requires the vendor to provide on-site support during the procedures. Classified under NAICS code 339113, this notice serves as an intent to award rather than a request for competitive quotes. While the government maintains sole discretion over the final decision to compete the contract, interested parties may submit their capabilities to the designated purchasing agent, Tiffanie Sutgrey.

Intent to award sole source: Smith & Nephew, Inc. THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Naval Medical Center San Diego anticipates entering into sole source procurement negotiations under Statutory authority 41 U.S.C. 253(c)(1) and FAR 13.106-1(b)(1)(i), only one responsible source, with: Smith & Nephew, Inc. 1450 E. Brooks Road Memphis, TN. 38116-1804 The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by supplies available from one source. The objective of this sole source award is to procure three (3) total knee implants for two (2) arthroplasty surgeries. Sole source is based on the proprietary nature of the implants needed based on patient anatomy and the surgeon responsible for the implant procedure specifies the Legion Primary and Journey II BCS knee. The product must have oxinium oxidized zirconium, coating. It would not be in the patient's best interest to use another product on the patient. On-site support must be provided. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement.
