Update: The Government is actively preparing the Phase I RFP, which has an anticipated release date of 01 June 2026. Once published, the solicitation will provide complete details regarding the required Responsibility Determination and two information security based evaluation factors: Cybersecurity Accreditation and Controlled Unclassified Information (CUI) Data Management. The U.S. Army Corps of Engineers (USACE), through its Southwestern Division, Middle East District (SWM), anticipates soliciting and awarding a contract to provide the necessary construction services as described below. The project site is located at an undisclosed location, East of Amman, Jordan. Product Service Code: Z2BD ? Repair or Alternation of Airport Runways and Taxiways. NAICS Code: 237310 ? Highway, Street, and Bridge Construction. This project is a Firm-Fixed Price (FFP) Design-Bid-Build (DBB) contract awarded based on full and open competition using the best value trade off source selection procedures in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 15 - Contracting by Negotiation and RFO Part 36- Construction and Architect Engineer Contracts. No reimbursement will be made for any costs associated with providing information in response to this notice, the forthcoming Request for Proposal (RFP) or any future follow-up information requests. A secondary part of the scope is design-after-award work for which the contractor will design and construct the foundational structure for the Aircraft Arresting System (AAS) Absorber Shelters. The selected firm must have the capability to perform Civil Works, specifically earthwork, runway construction or repair in the Kingdom of Jordan. Project technical specifications, drawings, etc. will be posted as attachments to the RFP.
