The Town is seeking an engineering firm to complete a comprehensive condition assessment of two (2) separate culverts: one (1) located beneath 4th Avenue Southwest and one (1) beneath Newcastle Trail roadway. The Newcastle Trail culvert was constructed in 1958 as a box culvert. A bridge/culvert inspection was completed on April 29, 2020, consisting of a visual condition assessment to identify any observable defects or structural concerns. This inspection report will be provided to proponents as part of the supporting documentation for this project. No formal inspection report currently exists for the 4th Avenue Southwest culvert. However, work was completed on the north side of 4th Avenue roadway in early 2000s of a new buried culvert over the playground area. The Town intends to combine both culverts into a single project and is seeking a proponent to review existing conditions and provide a detailed engineering assessment to determine the structural deficiencies. The selected engineering firm will be required to complete all tasks outlined in Schedule A up to and including the tendering phase. This scope will include condition assessments, recommended remedial actions, design (60%, IFT drawings), timelines, and cost estimates. Construction administration services will be excluded from this phase and considered as Stage 2 services, to be completed through construction, IFC drawings , record drawings and warranty periods.
