RFQ 250062, Highway No. 914 (Control Section 914-03) Integrity Feasibility Study, Design and Construction Administration The Saskatchewan Ministry of Highways (Ministry) requires a Consultant to deliver a design and tender package and provide construction administration for a project on Highway 914 north of the community of Pinehouse adjacent to the Haultain River (CS 914-03, km 40.65; approximately 56.0773°N, 106.5459°W). In the vicinity of the site, the Haultain River has extensive meandering. One meander in particular is undercutting the east riverbank, which is comprised of a sandy soil, and is located just west of the highway. There is also significant hydraulic gradient towards the river from the east, which appears to be leading to piping failures in the bank. Between these two phenomena, the damage to the riverbank is quite significant and is progressing with time, jeopardizing the long-term integrity of the road. The highway is critical to the province, as among other things it provides access to the McArthur River and Key Lake uranium mine and mill, and Indigenous lands. Preserving the integrity of this critical highway is the purpose of this project. There will be three main stages of the project following award to the successful team: • a feasibility study of the options and recommendations for maintaining the integrity of this critical road; • the design of the accepted recommendation and development of a tender package; • and, the construction administration of the accepted design.
