The contract involves the procurement of Optical Vehicle Preemption Detectors and Optical Signal Processors for the Town of Gilbert, managed by the Arizona Department of Transportation under the Arizona Procurement Code. The solicitation, identified as BPM007274, was posted in November 2025 with a response deadline in December 2025. It encompasses the supply of up to 732 detectors and 185 signal processors, requiring equipment that meets specific technical specifications, compatibility standards, and installation guidelines, all compliant with federal and state regulations. The contract size is estimated between $500,000 and $2,000,000, with the procurement process emphasizing equal opportunity, ADA accommodations, and adherence to non-discrimination laws. Bidders are instructed to submit inquiries and proposals through the Arizona Procurement Portal and AZ UTRACS system, with detailed instructions provided for offer submission, responsibility evaluation, and contract award criteria. The contractual clauses are internally numbered and cover essential provisions such as warranty, product discontinuance, indemnification, insurance, and interpretation, but do not follow standard FAR clause numbering conventions. Inspection and acceptance are performed at the destination, with the Department responsible for verifying compliance with specifications, safety standards, and workmanship, including adherence to OSHA, NEC, and NFPA standards. The performance period is not explicitly defined, but delivery is on an FOB destination basis, with environmental resilience requirements such as operation in extreme temperatures and UV-stabilized enclosures. Evaluation for award prioritizes past performance, responsibility, and responsiveness, with the lowest responsible and responsive offeror receiving the contract. While specific contract value estimates are not provided, the procurement emphasizes compliance with federal and state regulations, including certifications related to debarment, socioeconomic status, and truthful disclosures, which must be accurately reported by offerors. The contract also mandates key personnel identification, emergency response planning, and ongoing performance continuity, reflecting a focus on operational resilience and accountability.
