The Municipality is interested in entering into an Operating Service Agreement, the starting basis for negotiations being the draft Form of Agreement in Appendix A, with an entity that can support the remediation of homeless encampments on Municipally owned lands. It is important for the Municipality to find a proponent that can handle this situation with compassion for the individuals living unhoused, while meeting the Municipality’s objectives to mitigate hazards. Ideally, the successful proponent can respond when activated by the Municipality’s designate, the staff member accountable with managing the Operating Service Agreement, when an encampment is identified for removal and support is required. The successful proponent will work with the Municipality to understand what would be required for removal of the site (in terms of equipment, level of hazard, and handling/disposal methods), and work closely with the Municipality aiding our ability to support residents of the encampment receive timely communications about the remediation of encampments.
