The Town of Loomis (“Town”), located in Placer County, California, invites proposals from qualified and experienced professional engineering firms to complete the 2025 Pavement Management Program (“PMP”) Update. The PMP Update will provide an essential tool to assist the Town in prioritizing street improvement projects, optimizing budget allocations, and meeting State and Federal regulatory funding compliance requirements for pavement rehabilitation and maintenance grants. This project is fully funded through the Town’s allocated local general funds, ensuring financial resources are in place to support its successful execution. Upon completion of the evaluation process, the Town will select a consultant firm and either award or negotiate a Professional Services Agreement (see Attachment A, Sample Professional Services Agreement). The selected consultant will be responsible for completing the tasks outlined in the Scope of Work, using the StreetSaver® software application to assess and update the Town’s pavement conditions. The Town’s pavement management software, StreetSaver®, is an online platform developed by the Metropolitan Transportation Commission (MTC). The 2025 PMP Update will involve a comprehensive evaluation of the Town’s street pavement network, which consists of approximately 34 centerline miles and 70.68 lane miles across 128 street sections. Since the PMP was last updated in 2020, this update will incorporate condition surveys, add any newly constructed streets to the database, and input completed maintenance and rehabilitation data. The 2025 PMP Update will serve as a strategic planning tool to: Enhance the Town’s ability to prioritize street improvements. Optimize financial planning for future rehabilitation and maintenance projects. Maintain eligibility for State and Federal grant funding programs. This update is a critical component of the Town’s ongoing commitment to providing safe, reliable, and sustainable infrastructure for its residents.
