Town Pier Repairs & Improvements

The Town and County of Nantucket is soliciting bids for the Town Pier Repairs and Improvements project located at 34 Washington Street. The project addresses significant damage caused by storm events in 2025 and 2026 to a timber pier and floating dock system situated within a designated Velocity Zone. The scope of work is divided into a base bid for timber repairs to the breakwater and pier—including the demolition and replacement of wave boards, hardware, and 185 linear feet of timber wales—and an optional bid alternative for the transportation and installation of two owner-provided concrete floats from New Bedford, Massachusetts. The contract will be awarded to the responsible and eligible bidder offering the lowest total base bid price. Bidders must submit their proposals electronically via the OpenGov portal by October 29, 2026, at 12:00 pm. Requirements for submission include a five percent bid deposit, signed tax compliance and non-collusion certifications, and proof of OSHA 10-hour safety training for all employees. The project is subject to Massachusetts prevailing wage laws and requires a 100 percent performance bond and a 50 percent payment bond upon execution. Work must adhere to technical drawings by Foth Infrastructure and Environment, LLC and comply with various environmental permits, including authorizations from the U.S. Army Corps of Engineers and the Massachusetts Department of Environmental Protection. Notably, in-water, silt-producing activities are prohibited from January 15th through May 31st. The contractor is responsible for all quality control, including ensuring AWPA quality certification for treated timber and maintaining specific height differentials during decking erection. Invoicing is performed upon completion of the work, subject to the appropriation and availability of funds.
