Environment and Climate Change Canada (ECCC) is initiating a two-phase procurement process: - Phase One – Invitation to Qualify (ITQ): This phase identifies and prequalifies Respondents who demonstrate the capacity and capability to meet the project requirements. Respondents are invited to submit responses in accordance with the terms and conditions of this ITQ. Those who meet the evaluation criteria will be designated as Qualified Respondents. The ITQ is not a bid solicitation. No contract will result from this phase. ECCC reserves the right to cancel any part of the project or procurement process at any time and is under no obligation to issue a subsequent ITT or reimburse Respondents for related costs. Participation is non-binding, and Respondents may withdraw at any stage without obligation. Only Qualified Respondents will be invited to participate in Phase Two of the procurement process—the Invitation to Tender (ITT) stage. - Phase Two – Invitation to Tender (ITT): Qualified Respondents will be invited to submit a detailed proposal, including (if applicable) additional qualifications and financial bid, based on project specifications and drawings. Tenders will be evaluated according to the ITT evaluation criteria. Objective: The objective of this project is to enhance visitor access and experience at the Prince Edward Point National Wildlife Area (PEPNWA) by constructing new trails and a parking lot, while ensuring compliance with all applicable environmental regulations and minimizing ecological impact. Scope of Work: The Contractor will be responsible for: - Obtaining all required permits, including but not limited to those under the Canadian Wildlife Act(CWA) and the Species at Risk Act (SARA). - Providing all necessary labour, materials, equipment, and implementing appropriate environmental mitigation measures. - Completing the construction of new trails and a parking lot as outlined in the project drawings and specifications. These documents will be made available to qualified proponents proceeding to Phase 2 of the procurement process. Project Coordination: Regular project progress meetings will be held throughout the duration of the project. The frequency and schedule of these meetings will be established during the initial start-up meeting. Project Timeline: All work must be completed no later than March 31, 2026. Site preparation and construction activities must comply with the timing restrictions outlined in the applicable permits. Project Estimated budget: $350,000.00. Additional Information: Further technical and environmental requirements are detailed in the project drawings and specifications, which will be provided to qualified bidders during Phase 2 of the procurement process.
