Montgomery County has issued RFP 25-53, soliciting proposals from for-profit, non-profit, and public entities for short-term business and programming activities to support the activation of the Trail Junction Center (TJC) in Norristown, Pennsylvania. The TJC, located at the significant intersection of the Schuylkill River Trail and the Chester Valley Trail, is a former railroad freight station currently undergoing a comprehensive renovation that will conclude by the end of 2026. The facility will offer amenities for trail users, flexible community space, and a diverse range of programming and services aimed at establishing the TJC as a vibrant community asset and regional trail destination. Proposals are sought for Activation Partnerships that will bring targeted activities and programming to the TJC, beginning upon the facility’s anticipated opening in late 2026 or early 2027. Desired uses include health and wellness services, music and arts, history and culture activities, family-friendly programming, and food and beverage operations. Submissions must align with seven defined project goals, including delivering trail services, promoting community benefit, supporting place management, and ensuring inclusivity and flexibility in programming. Bidders are required to follow detailed submission and compliance instructions, adhere to the County’s standard and federally compliant terms and conditions, and provide all required certifications and disclosures. Selection will consider adherence to project objectives, bidder qualifications, and alignment with both county and federal legal requirements. The contract structure, terms, and execution are governed by pre-approved County documents to ensure transparency, compliance, and effective partnership management.
