Trailer Pad/Housing Unit Improvements on the Kaibab National Forest in Northern AZ

This contract is for the rehabilitation of RV camping pads and associated utility infrastructure across multiple work centers on the Kaibab National Forest in Northern Arizona, with a primary focus on eleven pads at the Tanglefoot Work Center and Tusayan Ranger Station, and optional work to extend improvements to thirteen additional pads at Jacob Lake and Big Springs Work Centers. The base scope includes clearing overgrown pads, subgrade preparation, gravel placement and compaction, replacement of water and sewer connections, limited replacement of water and sewer lines, and upgrading electrical service pedestals to include dedicated 20-, 30-, and 50-amp weatherproof receptacles in lockable enclosures mounted at least three feet above grade. Mandatory deliverables include brown and blue marker posts, as-built drawings marked in red, a submitted Quality Control Plan approved in writing prior to work commencement, and digital copies of manufacturer literature for all materials. Optional work encompasses subsurface utility locating, septic system inspection and replacement, propane line installations for 24 pads, and additional utility line upgrades. The contract is a firm-fixed price solicitation with a total small business set-aside under NAICS code 237110, and only small businesses certified under the SBA size standard of $45 million in revenue may respond. All proposals must include pricing for every line item, including optional scopes, and must acknowledge Amendment 0001. Evaluation will be based on technical responsiveness, acceptable past performance, and fair and reasonable pricing, with award going to the highest technically rated offeror without tradeoffs.
