This contract provides training and technical assistance (T/TA) to State Councils on Developmental Disabilities to strengthen their capacity to carry out their responsibilities under the Developmental Disabilities Assistance and Bill of Rights Act. Services include training, targeted technical assistance, information dissemination, peer learning, evaluation support, and other capacity-building activities designed to support State Councils in implementing their State Plans and responding to emerging needs.


This contract action utilizes a hybrid contract structure consisting of Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) requirements. Recurring, measurable, and performance-based requirements with clearly defined deliverables and acceptance criteria are priced on an FFP basis. The T&M portion is used for responsive, customized technical assistance and other Government-directed or demand-driven requirements for which the timing, frequency, duration, and complexity cannot be accurately quantified in advance. This hybrid structure appropriately allocates performance risk while providing the flexibility necessary to address evolving and Council-specific technical assistance needs throughout contract performance.
