Full Description

Hillsborough County intends to recommend the award of a noncompetitive procurement to Trane U.S., Inc., in the estimated amount of $14,050,473.60, for ongoing and as-needed maintenance and repair services for the County’s existing Trane Building Automation Systems located at various facilities throughout the county for a five (5) year period. This procurement is being made in accordance with Section 3-208(15) of the County’s Procurement Policy as Trane U.S., Inc., is the only reasonable source as the only authorized vendor in the State of Florida that can provide the required proprietary maintenance, parts, warranty services, and other services specifically authorized for Trane Building Automation Systems. Currently, the Trane Building Automation Systems are installed in five (5) critical County facilities; therefore, the subject services are required to ensure the proprietary equipment is properly maintained and kept operating. The County reserves the right to extend the contract time further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly without further notices. Contractors who believe that they can provide the proprietary maintenance, parts, warranty services, and other services specifically authorized for Trane Building Automation Systems as identified in the attached Agreement must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made without further delay. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
