AI Contract Overview
The United States Transportation Command (USTRANSCOM) is extending the TRANSCOM Reference Data Management (TRDM) task order, HTC71123FD009, for an additional twelve months from October 1, 2026, to September 30, 2027, through a sole-source modification to FedTec LLC. This extension is justified under FAR 16.507-6(b)(2) due to the unique, highly specialized expertise held by the incumbent contractor, which is critical to maintaining continuity in the modernization and cybersecurity enhancement of TRDM. The system supports USTRANSCOM’s global logistics operations by managing over 1,500 data tables from more than 250 sources, ensuring accurate reference data flows across DoD systems. FedTec’s deep institutional knowledge of the TRDM architecture, including its integration with the enterprise Data Mesh, Zero Trust framework, and DISA e-ICAM requirements, makes transition to another contractor untenable without unacceptable operational risk and delays. The contract is structured as a Firm Fixed Price (FFP) with Time and Materials (T&M) for incidental costs, and the work is performed on-site at Scott Air Force Base, Illinois, with all inspection and acceptance conducted by the Government at that location. The task order is set aside 100% for small businesses under NAICS code 541519, and FedTec LLC has represented itself as a small business, which triggers ongoing compliance obligations under FAR Subpart 19.3. Security requirements are implicit but stringent, with personnel likely required to hold at least Secret clearance to handle Controlled Unclassified Information and implement cybersecurity measures including a web application firewall. No formal evaluation factors, pricing details, or physical packaging standards are disclosed, as the focus centers on digital data stewardship, metadata governance, and system modernization without reliance on MIL-STDs or physical logistics requirements. The Contracting Office, located at 508 Scott Drive, Scott AFB, IL 62225, retains administrative oversight but does not provide specific payment, invoicing, or COR/COTR details in the available documentation.
