Transfer Station Solid Waste and Recyclables Hauling and Disposal

The Town of Francestown is soliciting proposals for a new three-year contract covering hauling and disposal of municipal solid waste and construction and demolition debris, plus hauling of glass and mixed paper. Proposals are due by 12:00 p.m. on Monday, November 2, 2026, with an anticipated award before December 1, 2026. Required services and containers: The contractor must provide specified roll-off and compactor containers, perform weekly MSW hauling and disposal, provide on-demand construction and demolition debris hauling and disposal, and haul glass and mixed paper to the Keene Recycling Center. Pricing and disposal disclosures: Proposals must itemize container rental, hauling, disposal, surcharges, and other fees where applicable; separately show the New Hampshire Solid Waste Surcharge; explain surcharge calculations and escalation clauses; and identify the final destination of MSW and construction and demolition debris, including whether materials go to a landfill, waste-to-energy facility, or another destination. Insurance and references: The successful contractor must maintain coverage for the full contract term, including $1,000,000 commercial general liability per occurrence, $2,000,000 general aggregate, $1,000,000 automobile liability combined single limit, and workers’ compensation at statutory limits. At least three municipal references for similar work are required. Timely proposals will be opened publicly, and the Town may reject proposals, waive informalities, negotiate, request additional information, or award the contract in the Town’s best interest.
