Solicitation SPE7M5-21-R-0038 is a firm fixed price requirement issued by the DLA Land and Maritime for the procurement of 1,581 transistors, identified by NSN 5961-01-053-3316, intended for Air Force weapon systems. Due to the lack of complete technical data and the existence of source controlled drawings, this acquisition is conducted under other than full and open competition per FAR 6.302(c)(1) and 10 U.S.C. 2304(c)(1). Procurement is restricted to MACOM Technology Solutions Inc. or their approved suppliers, specifically for part number PH8296. The contract specifies a delivery timeline of 168 days with shipments directed to DLA Distribution in Richmond, Virginia. Pricing is based on FOB Origin, and the First Destination Transportation program applies to reduce costs through government arranged transportation. While price is a significant factor, the final award decision is based on a best value determination considering delivery, past performance, technical acceptability, and socioeconomic proposals. The requirement falls under NAICS code 334413 and does not include a quantity option, although price breaks were requested for quantities between 500 and 2,000 units.
