AI Contract Overview
The solicitation 1232SA26Q0339 issued by the USDA Agricultural Research Service (ARS) seeks quotations for the repair of a Transmission Electron Microscope (TEM), specifically a FEI Tecnai 12 model located at the Western Regional Research Center in Albany, California. This firm-fixed-price acquisition follows FAR Part 12 procedures for commercial items and is unrestricted, allowing all responsible sources to submit quotes. The scope of work includes comprehensive repair tasks such as replacing failed components (LaB6 filament, CCD DAB board, power supply), servicing vacuum gauges and pumps, repositioning equipment parts, cleaning internal components, realigning the electron beam, and verifying optical performance, followed by a 30-day post-repair phone consultation to ensure sustained functionality. The work is to be performed on-site, with inspection and acceptance conducted at the government facility. An amendment issued on May 28, 2026, extended the quote submission deadline to June 12, 2026, expanded the scope and added line items, updated contractual clauses to align with FAR Part 12, and revised evaluation procedures accordingly without changing evaluation criteria. Proposals require detailed technical capability demonstration, past performance assessment, and price evaluation, with technical capability being the most critical factor in the best-value award decision. Certifications, including those related to anti-discrimination and diversity, equity, and inclusion (DEI), must be provided, and mandatory compliance with Federal labor and procurement standards applies, such as those in the Service Contract Labor Standards Wage Determination for Alameda, CA. The solicitation mandates a site visit scheduled for June 4, 2026, to allow prospective contractors to assess the equipment and scope before submission. Quotes must be submitted electronically in PDF format via email to designated government points of contact by the specified deadline, and questions regarding the solicitation are entertained with structured timelines for responses. Invoicing is conducted exclusively through the Invoice Processing Platform (IPP), and no small business set-aside applies, reflecting an open competitive acquisition under NAICS code 811210 with a size standard of $34 million. All contractual provisions, including clauses on whistleblower rights, prohibitions on inverted domestic corporations, equal opportunity, trafficking in persons, and others relevant to commercial service acquisitions, are incorporated by reference per the recent FAR updates.
