Transmission System Infrastructure Growth Plan

Metro Vancouver is seeking a consultant to develop a Transmission System Infrastructure Growth Plan for its water transmission system. The scope of work involves performing hydraulic modelling using InfoWater Pro, evaluating two planning scenarios and demand forecasts, assessing resiliency needs, and creating 50-year infrastructure plans. Key deliverables include the development of Class 5 cost estimates, 50-year cashflows, and a Water Facility Master Plan report. The project must adhere to the 2022 Water Transmission System Modelling Standards and the 2026 Capital Cost Estimating Standard. The contract is structured for an initial term of two years, with an option for a one-year extension at the discretion of Metro Vancouver. The successful proponent must begin work within seven calendar days of the Notice to Proceed. Payment is processed via monthly itemized invoices, and the contractor is required to maintain a high standard of care, with the obligation to rectify any deficient services at their own cost. Due to the use of the InfoWater Pro transmission system model, the selected consultant must enter into a Non-Disclosure Agreement. Proposals are evaluated based on firm and staff qualifications, methodology, and commercial considerations, with the intent to negotiate with the highest-ranked proponent. The submission process requires electronic delivery via the Bidding System, with a final closing date of October 8, 2026, at 2:00 p.m. local time. Proponents must demonstrate expertise in hydraulic modelling, resiliency planning, and the design of large-diameter water infrastructure while complying with various British Columbia and Canadian labour, safety, and environmental laws.
