USCG Response Boat Small Third Generation (RB-S III)
Solicitation # 70Z02326R93250001
The United States Coast Guard is soliciting proposals for the Response Boat Small Third Generation (RB-S III) program to recapitalize its aging fleet of 29-foot RB-S II platforms. This total small business set-aside acquisition is a commercial Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract utilizing a combination of Firm-Fixed-Price and Fixed Price with Economic Price Adjustment CLINs. The scope includes the design, production, testing, and delivery of up to 410 boats and associated purpose-built trailers, along with logistics support, technical documentation, and crew familiarization. The anticipated ordering period is ten years, consisting of a two-year base period and an eight-year option period. The procurement employs a two-phase competitive down-select process. In Phase I, the government will evaluate written proposals based on mission effectiveness, production and management, and price to select up to four IDIQ contractors. Each selected offeror will receive an initial delivery order to build one demonstrator boat and trailer. In Phase II, these contractors will participate in a 90-day in-water demonstration to evaluate performance. Following this independent evaluation, one contractor will be selected to receive all subsequent production delivery orders. Phase I proposals are due by 1400 Eastern Time on November 13, 2026, and must be submitted electronically via the DoD Secure Access File Exchange.

CONNECTOR,THRU-HULL
Solicitation # N0010426QFF51
Solicitation N00104-26-Q-FF51, issued by NAVSUP Weapon Systems Support Mechanicsburg, is for the procurement of a Thru-Hull Connector (NSN 2040-01-408-2691). This item is designated as Level I Special Emphasis material because it is used in crucial shipboard systems where failure could result in catastrophic loss of life or vessel. Due to this criticality, the contract mandates rigorous quality controls, including First Article Testing, quantitative chemical and mechanical analysis of materials, and non-destructive testing such as dye penetrant and ultrasonic inspections. The material must conform to specification CPG 1025 and utilize QQ-N-286 annealed and age-hardened material. The government intends to make a single award based on the most advantageous offer, with past performance weighted more heavily than price. Key administrative requirements include the use of Wide Area Workflow (WAWF) for invoicing and certification data submission, and adherence to FOB Destination terms. Delivery of material is required within 365 days of the contract effective date, with certification data due 20 days prior to delivery. The contract also stipulates strict configuration control, requiring Engineering Change Proposals for any modifications to form, fit, or function, and prohibits the use of molybdenum disulfide thread lubricants. Packaging must comply with MIL-STD-2073-1 and MIL-STD-129.

The purpose of this amendment to the Request for Information (RFI) is to extend the closing date for responses. The new closing date and time shall be 12Noon EST on 21 May 2009. Please submit the information via email to Contract Specialist, Ms. I.J Ezeonwuka, at ijeoma.ezeonwuka@uscg.mil no later than this date and time. The following questions have been received and the responses are below: Questions (1) A max beam width of 8.5 feet is requested. If this boat is a true inflatable, is this max beam width inflated or deflated for transport? Response: Please see section 910-1.2 of the specification Question (2) It appears that twin diesel engines are desirable with water jet propulsion. If 8.5 feet is the max beam, that is a very tight fit and limits performance. Will a single diesel jet configuration be acceptable, or are twin outboards an option? Response: Please suggest a recommendation Question (3) Is there a target overall length for the vessels or is the max beam width the determining factor? Response: Please suggest a recommendation per section 070-2 of the specification. **Please Note: This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever.
